Gwenda Thomas, AM for Neath, in her capacity as Deputy Minister for Social Services, on Tuesday laid before the Assembly the LCO outlined last November.
One of the local authorities she criticised by implication was her home council of Neath Port Talbot, which, as one of the measures aimed at keeping down council tax increases, hiked care charges this year.
