This was the import of a Radio Wales news bulletin this morning. Welsh Liberal Democrats emerged from the 1st May elections, and the resulting negotiations, as the major power in Welsh local government.
It appears also that there is a possibility that Labour will no longer control the Welsh Local Government Association.
