As regards point 1:
You may pay nothing up front. If, however, you have previously studied at university level (even if you did not finish the degree) you may well have to pay up front. If you are looking to retrain and have previous degree-level training, which may include less obviously academic training such as vocational diplomas, you will probably pay up front.

As regards point 3 and 4, you need to look at the effect of this policy on mature and part-time students as well as on the young. You will find a very different story there should you bother to look.

As for absolute numbers being up, yes, that happens to be the current shape of the demographic. In ten years' time on the other hand this will be a different story too.
